The most recent iteration of this application asks to amend the Zoning By-law to permit the construction of a 17 storey (50.41m) apartment building containing 230 dwelling units for the property at 58, 60, 64 & 68 Orchard View Boulevard and 439, 441, 443 & 445 Duplex Avenue.

This land is also subject to an application under the Planning Act for site plan control approval, Application No: 09 152192 NNY 16 SA.

4050 Yonge Street

NOTICE OF PUBLIC MEETING for the Proposed Redevelopment of 4050 Yonge Street (North-West Corner of Yonge Street and Wilson Avenue)

Councillors Karen Stintz and Cliff Jenkins invite you to attend a community meeting at 7:00 p.m. on June 3, 2010 at the Agricola Finnish Lutheran Church at 25 Old York Mills Road to discuss a proposal by Build Toronto to redevelop the property at 4050 Yonge Street, on the northwest corner of Yonge Street and Wilson Avenue.

History:

A few months ago, Build Toronto, the City’s real estate and development corporation, began preliminary discussions with our offices about the potential development of 4050 Yonge Street.  On April 29th, Councillor Jenkins held a meeting to discuss the proposal with Build Toronto and representatives of local ratepayers’ associations.  At that meeting, Build Toronto indicated their continued interest in the site and advised of their intention to file a development application (Official Plan Amendment – OPA).  On April 30th, Councillor Stintz spoke with representatives of Build Toronto, advising them of a number of significant concerns that had been raised by the local community that needed to be resolved before moving forward.  She requested that Build Toronto not submit an application without addressing these concerns.  Within an hour of this conversation, Build Toronto submitted their Official Plan Amendment for an 8-storey mixed-use commercial office building with a total height of 43 metres (141 feet) and a total GFA of 46,380 square metres (500,000 square feet) of which 2,025 square metres (21,000 square feet) would be dedicated to retail. There would be 231 vehicular parking spaces provided within 2 levels of below-grade parking with access from Wilson Avenue.

Councillors’ Concerns:

• Potential tenant(s) – a new TTC headquarters or a commercial enterprise?

• Community consultation – cannot take place over the summer months while residents are vacationing.

• The proposed 8 storey height and the solar chimney that projects 30 feet above the height limit for the site triggers an Official Plan Amendment (OPA) that is not appropriate for this location and sets a dangerous precedent for other developments in the area.

• There are Toronto Regional Conservation (TRC) lands that will be impacted by the proposed development.

• Considering the City’s financial straights, should the TTC be considering a new headquarters at this time?

• The amount of parking available in the proposed plans

The meeting will provide the community the opportunity to discuss Build Toronto’s plans with Councillors Stintz and Jenkins. City Planning and Toronto and Region Conservation Authority (TRCA) staff will also be in attendance to discuss the application and answer questions.

This City-initiated Zoning By-law amendment proposes to amend Site Specific Zoning By-law 1107-2008(OMB) that applies to the lands located at 1705, 1717, 1719 and 1745 Avenue Road. The effect of the proposed amendment would be to reallocate Section 37 funds towards special street signs to brand the local area as “The Upper Avenue” as well as local streetscape, park and open space improvements. The funds were originally secured in a Section 37 Agreement for specific renovations to the Armour Heights Community Centre that were completed using federal infrastructure stimulus money. The proposed amendment does not alter any performance standards for the development currently under construction, but is required to authorize the City and Owner to amend the existing Section 37 Agreement to reallocate the contribution.

515 & 525 Chaplin Crescent

This application proposes an addition to the existing 8 storey rental building at 515 Chaplin Crescent by demolishing 18 units, and adding 28 rental units and 36 condominium units.  The site is located on the south west corner of Roselawn Avenue and Chaplin Crescent.  The site currently contains two existing 8 storey apartment buildings.

This report provides preliminary information on the above-noted application and seeks Community Council’s directions on further processing of the application and on the community consultation process.  It is intended that the community consultation meeting be held in the spring of 2010.

515 & 525 Chaplin Crescent – Community Consultation Notice

36-44 Eglinton Avenue West

The site is located at the northeast corner of Duplex Avenue and Eglinton Avenue West and is currently occupied by a 6 storey office building with retail uses at grade.The applicant proposes to amend former City of Toronto Zoning By-law 438-86 to permit the construction of a 53 storey residential apartment building with retail uses at grade. The proposed building will include a total of 458 residential dwelling units and 228 m2 of retail space. Five levels of underground parking stackers are proposed to provide stalls for 303 vehicles.  The density of the proposal is 30.9 times the area of the site.

1552 Avenue Road – Sign Variance Request

On February 9th, North York Community Council dealt with a sign variance request to replace the existing billboard atop 1552 Avenue Road.  Students from Havergal College attended the meeting and gave excellent deputations against the variance application.  The variance application was refused by Community Council.

3180 Bathurst Street (Ward 15)

The site is located on the west side of Bathurst Street north of Lawrence Avenue West. The site has a frontage of 60 metres on Bathurst Street, a depth of 125 metres and an area of 7,190 m2.

The application proposes to amend the Zoning By-law to permit a mixed-use building fronting both Saranac Boulevard and Bathurst Street. The proposed building consists of a 13 storey (40 metres) residence with ground floor commercial uses fronting Bathurst Street and a 14 storey (43 metres) residence to the rear, fronting Saranac Boulevard. A total of 398 residential units and 30,077 m2 of residential gross floor area is proposed with 186 m2 of commercial gross floor area. A portion of the Asbury and West United Church located on the northern portion of the site is proposed to be retained.

Yonge-Eglinton Centre

As residents know, Yonge and Eglinton is a vibrant mix of shopping, entertainment, restaurants, big businesses and sought-after residential homes and condominiums. And with a subway stop that lets thousands of people in and out of its doors every day, a recent promise of $4.6 billion for the proposed Eglinton-Crosstown LRT, and an expected transformation of the vacant TTC bus yard around the corner, Yonge and Eglinton is poised for continued and significant growth.It’s an exciting time for people who live, work and play in the area. But to retain its destination status in the city, residents want to see the area developed in way that will not diminish but enhance the very characteristics that make Yonge and Eglinton so desirable.

In order to manage the projected growth, guidelines were developed to ensure the area is developed in a manner that is compatible with the adjacent residential areas. Earlier this year, after many years of consulting with the surrounding community and other stakeholders, city planners unveiled the Yonge-Eglinton Urban Design Guidelines. The Guidelines create a grand vision for the area. They will also act as a useful tool to evaluate development applications.

On February 20, 2009, RioCan, the current owners of the Yonge-Eglinton Center, submitted a rezoning application to amend existing zoning by-laws to permit construction of 5 and 7 stories to the Centre’s office towers. In addition, the application, if approved, would enable them to enclose a portion of the open space to permit 3 storeys of additional retail space.

The northwest corner of Yonge and Eglinton is important to all stakeholders involved in this application. All parties want to see it enhanced. It is important that dialogue remain open throughout this process and that the final outcome best serves this vibrant part of Toronto.
